THE SOLUTION:
First, I have never posted here before. I registered because I found the solution (at least on my computer) after several weeks of frustrating trial and error. I'm not a computer expert but can tell you how I fixed the problem.
First of all, my symptoms, like many of you, was an irritating flashing or flickering of the screen when using Internet Explorer and especially when moving the mouse. When I removed Adobe Flash Player, the flickering would immediately stop. When I reinstalled Adobe Flash Player, the flickering would immediately return. I tried updating drivers, updating directx, updating internet explorer to the most recent version, changing my internet explorer options so that newer versions of stored pages would only be sought "every time I start Internet Explorer", all to no avail. I am using Windows XP.
HERE IS THE SOLUTION THAT SOLVED THE PROBLEM:
I replaced the existing version of dciman32.dll located at c:\windows\system32\dciman32.dll with a new version that I downloaded from the internet. The file is readily available on the internet, but the version that I downloaded was located at the following link:

Once I replaced the old file with the new, and rebooted the computer, poof, the problem was gone. No more flickering!
