BleepingComputer.com: Can't Access The Internet After Installing "onecare"

I had "spydawn" on this computor and i installed Command anitvirus and it did nothing. I then installed microsofts "onecare" and it seemed to fix the problem but now i can't get explorer to connect to the internet. I get the message "this application failed to start because msvcrl.dll was not found. Reinstalling the application may fix this."

Other applications like outllok and itunes can still accesss the internet. Does anyone have a suggestion for this problem?
