Ie 7-internet Options -security Problem

Loaded and installed IE 7 from Windows Update on my XP Pro SP2 PC configured as “Workgroup” stand-alone PC .I am logged as an Administrator.
After successful installation in Internet Options-Security found all options grayed as well as slider , without any possibility to make changes of the settings.
On the bottom there is information bar , where is written:
“Some settings are managed by your system administrator”
Can this problem be produced from some AV or Anti Spyware program and advice me please what I can do to change this to be able to change these setting as I wish

It might be the fact that you are configured as a workgroup that causes the problem. If you look under control panel users can you see what you can do and can't. Can you make any changes there?
