How Can I Make My 140 Mb Pdf Low Res?

I have a large file, PDF, and it is 140 MB. I need to submit it online, but unfortuantely it is too large, my computer keeps timing out before it sends. How can I make it low res or bring down the size?

You can put it in a .zip file.

I don't think that compressing the file will get you low enough to pass through your E-mail. Is there a reason it has to be a .pdf file, or can you use another file type, and then perhaps split it into several parts?
