Problem Connection To Internet having trouble with internet connection

i am having trouble connecting to the internet. i have a dsl modem that i have tried resetting. i have mcafee internet security and scanned for viruses. i have scanned for malware and spyware. none has been found. the cable company has checked the connection from their end and says its ok. i can connect to microsoft outlook to get my mail, but not the internet. if i shut down my computer and restart, i can connect for a short time. i have done a hjtl and they checked it and found no problems. any help is apprecicated.
