Painting Pictures, Creating Banners how to....what to use?

Someone did up a picture I had of my daughter for me.

Hi haven't been ableto talk to her since.....and I was wondering, what kind of program do I need to create something like that? I would love to make up my own banners and fool around with pictures and such myself. Maybe something not to difficult to undetstand? aha
I use IrfanView for resizing n viewing right now but it doesn't do all the other things.

Well, First off I would assume that the banners and ribbons are a part of a Scraping Kit, this is a arrangement of different odds and ends such as ribbons pictures letters banners image borders. These are made for just about any Photo editing program. I would suggest PhotoShop but then again most people don’t have that kind of money (650$) but there are some older but still useful programs out there.
