Is there any way to tell Defender to ignore certain programs? because with every program I install it keeps asking me if I want to use it. and then sometimes it asks me about everytime I run a program

Open Windows Defender and select tools. Click on options and under the heading "choose if windows defender should notify you" uncheck the two items "software that has not yet been classified for risk" and "changes made to your computer by software that is permitted to run"

Or you can list the programs under "allowed items"
