Can you convert software programs from octet-stream to run in windows.

It depends on what is included in the octet-stream. An octet-stream is just a way of saying it's binary data. Some sources say that you can change the file extension to the proper type (such as .exe, .pdf, etc) and it should run - but I haven't tried it myself.
