I currently have a 280GB partition on my computer with 74GB of free space. I want to create a second 15GB partition out of the free space to install another OS on. I don't have any money to buy a program like Partition Magic and am wondering if anyone knows of a free program that will get the job done for me. Thanks in advance for any advice.

What about Randish Partiton Manager?
Partition resizer, create, manager similar to Partition Magic but free!
Chaos reigns within.
Reflect, repent, and reboot.
Order shall return.

If the disk is empty - just use fdisk to create your partitions. Then format them as you see fit.
