New computer build. On start, only cooling fans come on, not even a post beep.
Mobo-Biostar P4M800-M7A socket 775
CPU.-Celeron D 3.2 socket 775
Ram-2Ultra 512 DDR PC3200

WHICH FANS? Is it the PSU Fan or/and or the Motherboard Fan?

It could be a bad motherboard... REALLY BAD ONE...
