i did have a nokia thing on my comp but i have uninstalled it as it is no longer needed (no nokia phone anymore)

Then it sounds like you need to go to:
Start > Run >type msconfig > Startup Tab and uncheck any reference to Nokia software. Then reboot and see if issue is taken care of. -------------------- ALBERT FRANKENSTEIN

Thank you very much Albert Frankenstein, i no longer get the message saying that connapi.dll is missing and my programs are now functioning correctly.

Make sure you didn't disable essential aps like your firewall, av program and anti-spyware aps as well as Windows System Restore.
