Thats the intelligent update, sometimes used to manually update ur virus definitons and to jumpstart liveupdate. AND u need to have a subscription to make it work.
Cause it checks ur subscription with the symantec liveupdate server.

So thats not the actulla program nor a update, just some new definitons.
