Hover the cursor on it.
Do you get a tiny text popup saying,"Click here to activate and use this control"?

C:\WINDOWS\system32\Macromed\Flash
Look & see if it is there.

EDIT--
Click on Tools in the IE Toolbar & click "Manage Add-ons".
See if Flash is enabled.

Why did you delete it from the C drive?

It alters the registry.
Use it at your own risk.
Backing up the registry first is a good idea if you choose to try it.
Download it & right click it & choose "Merge".
This is a direct link to the file.

If you have Flash installed,this should make it work unless something is really screwed up on your computer.
