Have a look at GIMP, its some great free software and you can save in so many formats (Including, png, ico, jpg etc), most of which i have never even heard of :S but all the same great image software especially if you dont have an expensive program like photoshop or fireworks

Wells, hmm it doesn't have to be an .ico file.

my favicon only comes up in 16 x 16

why wont it take 1 48 x 48? or 32 x 32

By specifications do you mean:

No, I mean that there are specification that dictate how browsers are expected to behave. The spec for browsers is that they display favicons as 16X16. If there was no standard, then I could create a favIcon 500x500 and completely screw up the toolbars.

Let me tell you the simplest trick to create your own Favicon. Lets have a image you wish to use in favicon. Remember one thing as small size you use in creation of favicon your website will be work more fast. normally i use 18X18 size favicon. so lets create any image of your choice in photoshop or any other software and save that in any extension like Jpg, gif etc when you sis it done. lets do last step do upload this image in your website like abc.com root folder. when you don this lets change the extension through your control panel or or replace the extension of .jpg or .gif to .ico

thats it you have done.
