Hi magic1
What is the make and model of this flash drive?
Have you also checked device manager for the existance of the usb root hub and that there are no conflicts with it? (i.e. yellow, red splats)

Driverguide.
The file you want is "usb-win98SE-all.exe"
Registration is free but they make you jump through a few hoops along the way.
Remove the drivers for the usb flash drive via Add\Remove first.
Install the drivers you downloaded for the Win98se OS, reboot, re-install the drivers for your flash drive again.

EDIT: Here's a direct download link from one of my storage sites instead.
