Icons a program for making icons....

I used to use Paint Shop Pro a long time ago to make my own 100x100 icons for myspace n' online journal
but that was years ago and I am now interested in making them again and haven't a clue what people
are using now? I need a progam I can download, I can use my own pictures on n' apply text on the
icons n' one that won't make the pictures blurry once resized.
Any suggestions?

Are you sure you mean icons?
Icons are .ico files usually 16x16,32x32,or 48x48.

100x100 sounds like .gif or .jpg or .png.

See the BC compendium of Recommended Freeware for graphics freeware. There are a few which would probably suit, try irfanview or dogwaffle for example.

medab1 if I put "avatar" I wasn't sure if people would know what I
meant. So I put icon. I didn't realize an "icon" was actually specific sizes.
