I'm running Windows 7 on a Toshiba satellite. I've had problems with a slow-down of processes. I've run Malwarebytes fullscans, but they didn't pick up anything.
The error log of Administrative Events showed over 5,743 error events within the past week.
The most common error listed Source as 'atapi', Event ID: 11.
Any ideas?

A few minutes after a normal start up, accessing any folder (e.g. My Pictures, My Documents) or program will slow down to the point of Not Responding. When attempting to use internet browsers, there is no page redirection, but after a few minutes the program becomes unresponsive.
Sometimes if too many minutes have passed, even attempting to open the Task Manager with Ctrl+Alt+Delete will not occur. This error message is displayed instead:
Failure to display security and shut down options
The logon process was unable to display security and logon options when CTRL+ALT+DELETE was pressed. If the operating system does not respond, press ESC or restart the computer by using the power switch.
Below is a screenshot of the current Event Viewer log:

I am currently running the laptop in Safe Mode with Networking and it has run without the slow down problem or new errors in the Event Viewer.

2) Have you run a full scan with your anti virus app?
3) What happens if you boot to safe mode?

1) My younger sister had installed Google Chrome and used it for a school assignment and regular browsing during the past week. I have since uninstalled Chrome.
2) I have run a full scan with Microsoft Security Essentials and Malwarebytes Anti-Malware (registered). Both returned results of 0 viruses or suspicious items detected.
3) If I boot to safe mode, all Safe Mode usable programs (no sound or picture viewer) stay responsive and internet browsing is slow loading but works.
Below is Task Manager and Event Viewer during current Safe Mode with Networking start up (only 8 events logged in Event Viewer, which is significantly less than when booting in Normal Mode):

After you've isolated the cause, do not use msconfig to permanently disable the process. Instead, if it is a service go to START - RUN and type: services.msc (then press enter) and disable the service OR, if it a program, you can download & run a simple app such as Mike Lin's Startup Control Panel (http://www.mlin.net/StartupCPL.shtml) to enable, disable, or otherwise manage startup programs.

Booted under Selective Startup. Problem did not occur.
Slowly adding items back to msconfig.

Started loading the security programs first. If there's any common Windows 7 services that are usually safe, let me know.

After I rebooted with " Microsoft .NET Framework NGEN v4.030319_X86 " added to the services I began having difficulties again. The task manager wouldn't load, and all of a sudden Microsoft Office programs could not verify their application license and would shut down.
As a short-term verification, I unchecked " Microsoft .NET Framework " from the msconfig services menu and rebooted. Laptop programs were back to running normally, the task manager worked, and Office programs no longer needed to suddenly verify their application license.
There are still other services I have not checked in msconfig, but so far this was the first one that showed a negative effect.

.Net framework is still unselected, but Windows Update is blinking that it needs to update.
