If it looks like I know what I'm doing, there's a pretty good chance the only reason for that is because
I once asked someone to run chkdsk /r and a BC Advisor smacked me in the back of the head.

For starters the IP's in your ipconfig for the DNS Servers do not resolve to DNS Names as follows:
C:\Users\cryptodan>nslookup 205.173.240.18
Server: static-96-244-76-115.bltmmd.fios.verizon.net
Address: 96.244.76.115
*** static-96-244-76-115.bltmmd.fios.verizon.net can't find 205.173.240.18: Non-existent domain
C:\Users\cryptodan>
The IP's for the DNS Server should always resolve to a name.
As an example:
C:\Users\cryptodan>nslookup 8.8.8.8
Server: static-96-244-76-115.bltmmd.fios.verizon.net
Address: 96.244.76.115
Name: google-public-dns-a.google.com
Address: 8.8.8.8
C:\Users\cryptodan>
So your computer is more then likely infected with something.
I would go to the Network Card Properties and uncheck the option to use static IP's. I would also check your router to verify that it is using the right IP's as pulled from your ISP.
