Help
So I have some pictures on my computer that are titled "sIMAG0723.jpg" and the like, however under properties the 'Type of file' is listed as "TXT file (.txt). I am able to open the picture using Windows Live Photo Gallery, however I am unable to send the pictures or transfer them to my cell phone as a picture format, thus others aren't able to view them.
How can I get the files to be .jpg so they open normally like any other picture??

When you have them open in Windows live photo gallery, can you save them as something else? IE. "File>Save As..." then save them as a different name (add a single number or letter, like "sIMAG0123A) and save them as a .jpg that way.
You can also try right clicking on an image (file) and selecting "open with" then selecting "choose default program" and choose something simple, like paint, or even internet explorer, which should leave the default properties as a .jpg rather than switching them over to the live photo gallery which may or may not change the properties of the image itself (I've had stranger things happen to my .jpg images in the past - would only open with photo gallery until I changed the default program to open it with).

I was able to open it in Windows Live Photo Gallery and click "Make a Copy", and that saved a copy of the picture as a .jpg so the problem seems to be fixed. Now I just have to individually go through each of the few dozen pictures this problem is affecting individually lol.
On a side not, whenever I'd open the document with Internet Explorer or Notepad or the like, I went get computer jargon plastered on my screen like,

Odd that IE wouldn't open it, but it's no surprise to get that in notepad. I've used that trick before to get a bunch of garbled text for different things, specially when trying to recreate the "code" from the matrix for certain FX.
Did you try to change how your computer opens various images with a default program? That's what fixed it for me in the past.

If you go to Tools/Folder Options/File Types...scroll down to .jpg and .jpeg...and change the program to be used for graphics to a graphics program (as Steve suggested), then that should take care of all the .jpg/jpeg files on your system.
You cannot open a graphics file...with a text editor...that's why you get junk when trying to do so. The files are completely different formats.
There is also on that tab...a RESTORE button...which will restore those files to the Windows default for viewing. On my XP, Windows Picture & Fax Viewer is the default, but I use my PhotoImpact as the custom program for opening all graphics files.
