You asked: "I removed Spybot using the uninstaller in Control Panel. Is it okay?"
Yes that is good: That was the appropriate way to "Remove Spybot" and is what jcgriff2 meant for you to do.

You asked: "Do I still have to use System Restore?"
No, I don't think you need to use System Restore if you have have been able to start Windows and uninstall Spybot! That step was intended as a means to disable Driver Verifier, so that you could get Windows started without it crashing on you.

Can you now start Windows normally?

Have you disabled Driver Verifier or is it still running? If the problem with your system crashing has been resolved, you should turn off Driver Verifier.

No... do not run rstrui. I suggested system restore because of no-boot.

If you run rstrui now.. you'll Blue Screen again!

I disabled Driver Verifier now and I was able to run Windows normally again. Thanks.
