bought new computer transferring outlook express to windows live

I'm not 100% sure that this is the correct forum to ask this question. I bought a new computer because my old computers motherboard was bad. I had to transfer the hard drive of the old computer to an external hard drive. I had outlook express on the old computer. I heard that it was very difficult to transfer the mail and contacts from outlook express to windows live mail. Can the outlook express mail files be transferred to windows live mail? Is there a software that does this? Can it be done?

Although the instructions refer to Vista this should work with Windows 7.
