getting rid of an oracle pop up

every time i go online with ie the first hing that pops ups is a message that says
user account control
do you want the folowing program to make changes to this computer?
programe name: ssvagent
verified publisher: oracle america inc.
file origin: HDD on this computer

Does anyone know how to get rid of that?
