Ok, so see how the bike is in focus while the rest of the image has a motion blur from left to right (because the bike is moving from right to left with the camera following it)....that's how it's done. Follow the bike with the exact same spot on the lens (moving the camera the same speed as the bike) and have a slower shutter speed and that will give you the desired effect. You could even try slowing down the shutter speed more, but you'd have to track the bike longer. Of course, this could be done with any moving object with stationary object(s) behind it. Nice job!
