I think that I have decided to go with the Sapphire Radeon HD 6950 2GB. Now my one of my last concerns, is my power supply enough? I did a bit of research and people seemed to have a bit controversy. Should I up my 650W or is it fine?

The high-end Radeon 6970, which is a step up from what you have selected, requires a 550W PSU. A 650W PSU should be enough for it with a bit of margin. However, if you think you will be getting two 6950's, then you may want to upgrade to a 750W or greater. Power requirements on graphics cards take into account the entire system, so adding another GPU won't multiply your power draw.
