Hi Everyone,
One of the depts at my work wants to create this "wiki" (it isn't a wiki and I have told them as such) on their public SharePoint server 2010 website.
The idea is that the page would be split into 2 sections:
The top section would be a static text only an admin could edit, this would be their "Dept's Official Guideline on X".
The bottom section would be rich text that could be edited by a certain group of logged in users (but any visitor can see the text). No pictures, etc. This would be "User Contributed X".
We don't have the resources to custom code a web part to provide the functionality they're looking for. The only solution the team and I could come up with is using pageviewer feature but that just looks clumsy.
I have looked over the internet for a web part like this and I couldn't find anything. Does anyone know of a web part that can do this?

We figured it out. We put the static text into the header field and gave users "contribute" permissions.
