Discovering Items, Extremely Slow Transfer Speed (flash drive)

This only happens with flash drives, not external USB harddrives, or moving files on the same HDD. But transferring from flash to HDD is normal 25MPS speed. WTF?
-Tried difference flash drives
-Different USB ports
System: Windows 7 64bit, Intel Q8300 2.5Ghz, GTS 250 1GB, 6.5GB ram, 750GB HDD.

I mean a gig of file to a 100 MB or less difference. The transfer speed for USB drives are sporadic also in my case. Mostly on flash drives. But I don't practice cancelling as much as possible.
