Windows will likely pick up the device and reinstall it itself. If not, go into device manager and look for a device with a yellow exclamation mark on it, right-click and select update driver.
You may also download the driver from the manufacturer's website and install it after testing.

If it looks like I know what I'm doing, there's a pretty good chance the only reason for that is because
I once asked someone to run chkdsk /r and a BC Advisor smacked me in the back of the head.

Ok uninstalled them, restarted, no change. They reinstalled automatically. I aslo tried disabling services and startup items again after that, no change. What next?

I'm not sure. So far what we know is that the computer boots substantially faster in Safe Mode, but a clean boot produces no change. AFAIK, that shouldn't happen.
Since SFC comes back clean, I have to think you've got registry damage. Unfortunately, I could look for a week through the Procmon logs and still not find the offending key (or lack thereof).
I've got to bow out of this one. You may need to do a reinstall. Sorry I couldn't be more help.

Yeah, I may have to do that. I'll see if I can figure something else out. Thanks for all the help and suggestions.
