IP resetting affects only computer it was performed on, so it can't affect any other device.
Can you connect any of your devices straight to the modem using ethernet cable bypassing router?
Internet works but not with browsers

Another thing I noticed when I ran MS Security bootable and Avira rescue CD, is that neither would update. Since they both start before windows and can't connect, could that be something too?

Sorry, yes I can connect all my devices through hard wiring from the modem/router. The one I'm using for this is a Gigaset SE567 combo. It is strange because I know it shouldn't affect any other PC or device but it is. When I try to connect my wireless devices to my wireless router, they all show that they are connected to an unidentified network.

In that case it looks like there is a problem with wireless part of your router.
If it's not some hardware part problem you can try to reset it.
On your router, you'll find a pinhole marked "Reset".
Keep pushing the hole, using a pencil, or a paperclip until all lights briefly come off and on.
NOTE. Simple router disconnecting from a power source will NOT do.
Restart computer.
NOTE. You may need to re-check your router security settings, as described HERE

Is there another way? If I reset I'll loose alot of my settings. The stuff you told me to write in the command prompt messed it up so is there just a way to type something else in the command prompt to repair it?
