Can I play games like Skyrim and Witcher 2 at max settings at a good framerate with this?

Looks to me like you've got a winner there! It should handle any modern game at, or nearly at, the maximum settings.

The 6870 is a mid-range graphics cards and it should it handle those games you mentioned easily.

You should just build your own computer. It will save you money and you will learn something in the process of building it. It's simpler than you think and there are plenty of tutorials readily available to you through google.

Edit:

These forums have great support for helping you build you own computer as well. They can help you select parts to fit your needs so your computer will be optimized for you rather than a manufactured computer to fit blanket needs.
