First of I would check Device Manager to make sure there are no yellow exclamation marks in the sounds section. If there are then you need to update your sound card drivers.

In control panel - sounds there should be a checkbox to display the sound icon in the systray. Its its not enabled to tick it then again you need to sort out your sound card drivers first then go back and put a tick in the box.

Yes,as suggested above try the sfc /scannow(it may ask for sometimes to replace other missing files which may require your OS CD) and then check mark display sound icon option in control panel-Sounds

or

Press Windows+R key and type

dllcache and click ok

Copy sndvol32.exe from the folder to C:/Windows/system32 folder

Now check mark display sound icon option in control panel-Sounds

Good luck
