The maximum supported RAM for the Acer Aspire One 532h netbook is 2G, but I believe that it is Windows 7 Basic that creates this limitation. I am dual booting Ubuntu 11.10 (?), and was wondering if Ubuntu had the same limitation? Would I be able to upgrade to 4G of RAM and use it all in linux and still be able to see at least 2 gig of RAM in Windows?

Your computer just supports so much RAM - it's available to whichever OS you are using. You can check here to see just how much RAM your computer will support - - -

Either OS on your machine should perform just fine with 2GB of RAM.

It will only support 2G. You can put 4G in it, but both linux and Windows will see only 2G.

The motherboard on your computer appears to support only 2GB of memory. This information comes from the spec sheet which can be found here. This limitation is placed by your hardware, not your software (Windows or Ubuntu) but if Windows did place a limitation of how much memory it supported and the hardware support was higher then Windows, Ubuntu would support it, up to the maximum of your hardware.
