Unable to change IE8 security settings-XP home SP3

IE8....Tools.....Security tab......I'm unable to change any of the zone settings as the buttons are greyed out.

I've been looking at plenty o' websites, and all are telling me to regedit certain keys that are not found in my registry:

HKCU\Software\Policies\Microsoft\Internet Explorer\Control Panel - I have no "internet explorer" key

HKLM\same same as above - also same same as above...the key does not exist.

HKLM\Software\Policies\Microft\Windows|Current Version\Internet Settings - i have this key, but the string called out that is supposed to be deleted doesn't exist - "Security_options_edit"

any idea on what I need to do here to enable this?

You might want to consider rolling back to IE7 and then reinstalling IE8. That approach seems to work with these kind of problems.
