Unable to update Windows XP and related problems

Computer Dell, Windows XP Home SP3, system 32, IE 8.
As I try to update Windows in IE (tools, Windows update), I get the following msg: "Internet Explorer cannot display the webpage". Further,"Windows did not detect any problem with your Internet Connections".
When I try thru the address (update.microsoft.com), I get: "Internet Explorer cannot display the webpage".
I tried ur suggestions in topic: "Windows Xp Service Pack 3 (sp3) Information". No success.
I tried Microsoft Fix it. No success
I tried other Microsoft suggestions. At one time, I got this msg: "C:\Documents and Settings\Owner\Local Setting\Temporary Internet Files\Content IE\BJ6CI9NZ\WindowsXP-KB936929-SP3-x86-ENU[1].exe is not a valid Win32 application. I googled KB936929 and got a response in Microsoft. Downloaded the file. Still no update.
What would be next suggestion ?

Have you tried letting Windows install and notify of the available updates by configuring it in your Control Panel, Automatic updates?

Yes, I forgot to mention it. I get the same msg as when I use IE (tools, Windows Update).
