uTorrent skype msn works, rest is DEAD?! cant access router ui , internet dead except some apps

Hello i need serious help..
I was just browsing around and at the same time downloading things with Utorrent
Suddenly everything stopped working except

Skype
Msn
Utorrent..
www.dayviews.se

all other pages were totally dead they didnt even "load" just a connection error

i took a look in Eventviewer and found

"Your computer was unable to automatically configure the IP parameters for the Network Card with the network address 00173FEA0D5D. The following error occurred during configuration: The DHCP client has obtained an IP address that is already in use on the network. The local interface will be disabled until the DHCP client can obtain a new address."

"TCP/IP has reached the security limit imposed on the number of concurrent TCP connect attempts."

After rebooting computer, attempting to connect neighbours router and then my own everything works again after like 5 minutes

Please help me, im using Windows XP Service Pack 3 32bit
