They created a social network that enables the customers of Citadel (other cybercriminals) to suggest new features and modules to the malware, report bugs and other errors in the system, comment and discuss related issues with fellow customers. This CRM (Customer Relationship Management) platform has explosive potential, as it harnesses the accumulative knowledge and resources of its cyber community.
Based on the fact that the Zeus source-code went public in 2011, the Citadel community indeed became active, and started contributing new modules and features. This recent development may be an indication of a trend in malware evolution - an open-source malware.

The customer resource management page also reveals that although the principal authors of the Citadel Trojan treat this as their day job, they try their best to have a life on the weekends. A notice prominetly posted to the Citadel CRM homepage reads:

I guess it's just me being all naive and so forth.
But why does law enforcement and others treat cyber crime like this more as a natural disaster that people just need to resign themselves to or "whiz kids doing naughty things"
This is a criminal conspiracy designed to steal. The side effect causes millions of victims to invest large amounts of time removing their work. If someone smashes the window on your car not only do they need to pay for the glass but also to have it replaced.
Maybe some long prison time and being made penniless by paying realist restitution would deter others from going down this path.

I'm for the death penalty.
I am fairly convinced that a foreign country (COUGHchinaCOUGH COUGH) has already infiltrated all of our systems, and some day when it suits their purpose, they will push a button and we will lose everything. The power grid, phone service, internet, all our satellites will fall from the sky, and we'll be screwed.
