question about new build

I built a new system for my brother and I have a question about something going on. Everything is brand new EXCEPT the cpu which was bought refurbished. All the components score good in windows experience index except the processor. Programs hang and are slow opening. I ran the intel processor diagnostic program and it doesn't show a problem, but the system is acting like it has a bad cpu. The specs arelisted below.

Asus P5N D Modo
Pentium D 945
Evercool Transformer 4 cpu cooler
8GB DDR 2
750 GB Hard Drive
Galaxy Ge Force 210 1Gb DDR2
Windows 7 Home Premium

This should be a solid system that runs well, but it doesn't. All numbers in windows experience index are 5.0 or higher except the cpu which is a 2.1. Does this sound like a bad cpu or is there another issue going on. In task manager the cpu runs between 60 and 100% all the time. I have checked to make sure the cpu cooler is on correctly and the cpu is not overheating (52c) It is hotter than I would like but still normal. I think it is just a bad cpu and I should pull it for something else. Since it is socket 775 I was considering the pentium dual core E6600.

It would sound like you got a bad CPU. You can check CPU-Z (a freeware CPU information program) to verify if the CPU is properly detecting and reporting both cores and at the right speed. 52c is pretty hot but I'm to understand 775 CPUs were pretty dismal at thermal control, so it is within their range of temperatures. 60-100% utilization at all times is an indication something's visibly wrong - is this a brand new Windows 7 install? If so, I would aim at hardware issue.

Its a new build and a first install of windows. Everything boots and runs just horribly sluggish. The windows experience index is the only indicator that something is wrong.

You should exchange for a new processor and i know that Pentium D doesn't perform that sluggish on Windows 7.

Thanks. I basically wanted to hear what I already knew from someone else. I will be replacing it with a NIB pentium dual core E6600.

The E6600 is much faster then the Pentium D.
