CPU Spikes every 10 Mins looking for causes

I have a hp g60 laptop that I have running quite a bit during the day. I keep in very well ventilated with a laptop cooling fan and also a portal fan blowing on it as well. I had been having lag over the past couple months and at first I thought I had been infected with a virus. After running about 5 different anti virus programs and spyware I wasn't able to find anything. I also ran Smart Defrag 2 and Advanced System Care 4. (programs ran : Malware, Avast, SuperAnti, CCleaner, Norton)

Still while watching netflicks I run around 20% but every 10 minutes for 30 seconds it jumps up too 90-100% completely lagging everything. Not just internet either but the whole computer.

Any clue whats going on with my comp? I'm at a loss!!!
