Boot Freeze

My Dell desktop was affected by a switch in power (protection in place). Result was shutdown. In restarting, computer freezes in the boot process. Function keys will not work; cannot get to Setup. Cannot boot from CD. I bought a laptop so that I can continue with things (my data was on an iomega portable drive). Is there a way to fix the desktop machine?
