Even though I LOVED Windows 98 as an OS is now 14 years old.
What does one expect?

I would do a backup format & reload but I doubt that is possible having been following this thread.
Windows 98 needed to be reloaded about once a year to function at its best.

I dont think that you are being hacked at all.
I think a clean load will resolve most issues.
In the beginning there was the command line.
