Can a USB drive have a mbr virus even when the partition is empty

I'm afraid that even when I delete all files from a partition or even reformat it; a weird virus may still lay inside it's brain, so even if a usb drive appears to be empty, it can infect a computer when I connect it.

To answer your question it depends on the piece of the malware and the rootkit that is involved. A USB drive or any other external drive can have a MBR Infection it just depends on the malware involved.

My work schedule is as follows: Mon and Tues 1800 to 0600, Friday - Sunday 1800EST to 0600, and Wednesday to Thursday 1800est to 0600. So if I do not respond right away I am at work.
