USB mouse lights up but won't work

This Toshiba has 2 USB ports.Supposedly one is a composite drive. I have a flash drive that works correctly in one. I want to use a mouse to override the Synatics touch pad in the other. I have uninstalled the drivers for both and shut down and restarted (not reboot). The mouse will light up when it boots but will not work. I have also updated all the drivers.I have switched the ports for each device. Suggestions??

Try rebooting. Mouse and keyboard are initially detected at boot, not sure a change would be detected without one.
