Computer Boots Up Only In Dos

My fathers computer only boots up in DOS. He is using Windows ME with 512 bytes of memory. He recently tried to install a new power supply and the computer tried to re-boot on it's own. Now, it will only reboot in DOS. This all my father would tell me. He's tried the ME start-up disk but the computer won't recognize the disk. We are not very knowledgable on the computer but I do know a liitle. Can anyone help?

firstly, y ur dad needs to change the power?

When he swapped out the power supply he may have cleared the BIOS. Enter the BIOS and check the boot order. Make sure the floppy and/or CD are in front of the hard drive for booting. That may solve the floppy boot problem.
For the DOS prompt it sounds like the hard drive maybe unplugged. This is not that uncommon. It is easy to jar loose or forget to plug everything back in. Check your CD, and floppy also while you are in there.
