.net runtime Installing .net runtime only (no sdk toolkit needed)

My dell laptop is a standalone (no network) permanently connected to the internet (firefox browsing) using an "nlited" legal XP Pro +SP3, with all updates and fixes integrated, minimalized on a 10Mb bootable partition.
My data is stored on it's own partition and my apps (program files) are stored on another dedicated partion.
I want to run apps that require .net framework. Can i install .net runtime files only (I have no desire or need for the SDK toolkit or any redistributables. Where can I get the runtimes?
