Okay, on Primary IDE Channel, Device 0, the transfer mode is set to "DMA if available," but the current transfer mode is indeed PIO.

That's you problem.
You must change it to DMA.
This may also mean hard drive problem.

I'm not sure how to change it to DMA. Since the transfer mode is set to "DMA if available," I'm guessing there's something else going on somewhere, or else it wouldn't be PIO in the first place, right?

Right click on "Primary IDE Channel", click "Uninstall".
Restart computer and it'll be automatically reinstalled.
See if you have DMA mode listed now.

It looks like that fixed it! The choppiness is completely gone.
Thanks so much for your help, Broni. I really, really appreciate it.

Cool beans
Now, I suggest you keep very current backup of your data.
As I said before, it MAY mean some hard drive issue.
If that reverse happens again, there is a good chance the drive is going bad.
I'd suggest...
Run hard drive diagnostics: http://www.tacktech.com/display.cfm?ttid=287 (or http://www.bleepingcomputer.com/forums/index.php?showtopic=28744&hl=hard+drive+diagnostic)
Make sure, you select tool, which is appropriate for the brand of your hard drive.
Depending on the program, it'll create bootable floppy, or bootable CD.
If downloaded file is of .iso type, use ImgBurn: http://www.imgburn.com/ to burn .iso file to a CD (select "Write image file to disc" option), to make the CD bootable.
For Toshiba hard drives, see here: http://sdd.toshiba.com/main.aspx?Path=ServicesSupport/FujitsuDrivesUSandCanada/SoftwareUtilities#diagnostic
Note : If you do not know how to set your computer to boot from CD follow the steps HERE
