AVG Free 2011 - Running update gives a "General Error"

As mentioned in the topic title, I had encountered a "General Internal Error" when running Update on my AVG Free 2011 Anti-virus.
The additional message displayed the following:
The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance.
Context: MSI action failed.
I tried to search online for a solution.
It seemed that some ppl encountered the same issue as well, and after uninstalling AVG & reinstalling it, it had resolved.
Hence, I uninstalled it as well.
But, when I attempted to re-install the AVG (with the latest download file), it prompted the same error as well:
The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance.
Context: MSI action failed.
In addition, when I tried to run Windows Update, the system also prompted "Cannot be installed".
Anyone who can advise me on what I should do next?

What should I do after I performed those steps under "Resolution"?

Actually, I had tried those same steps under "Resolution" previously (before I posted in this forum).
I had followed the 5 steps to type in the 2 instructions in the command prompt.
When I went on to verify that the SYSTEM account has full control access permissions to the HKEY_CLASSES_ROOT hive in the Windows registry, I noticed that my settings in the system has already gotten the correct permissions. Hence, no further action required on this.
After which, I attempted to re-install AVG.
But, the same error prompted:
The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance.
Context: MSI action failed.
Any idea what I should do next?

Then try reinstalling AVG.
If you still run into the same "The Windows Installer Service could not be accessed." error, let's try repairing corrupt operating system files.

Still encountered the same error when re-installing AVG.
From the link that you provided (on the repair of system files):
Instructions
1.Locate your Windows XP installation CD. If you don't have one, you'll need to locate a directory on your system that's named"i386" (without the quotes). This directory may be on a hidden partition on your hard drive.
Qn: I do not have the Windows XP installation CD. Is there a specific file we need to check for? Upon performing the search for all files & folders with "i386", the system returns many results.
2.Go to Start, then to Run, and type in "SFC.EXE /SCANNOW" (without the quotes - and with a space between the SFC.EXE and the /SCANNOW). The press Enter. (For VISTA, go to Start and type in the above information, then go to the top of the box and right click on SFC.EXE /SCANNOW and select "Run As Administrator")
Qn: Do I skip Step 1, and perform Step 2 directly?
3.The program may (or it may not) ask you for your Windows XP installation CD - please insert it at the prompt. If it doesn't ask you for the CD this means that it wasn't necessary to replace any files.
4.In the event the the system asks you for the CD, you must visit Windows Update immediately after the scan is completed (Please note that there won't be any confirmation dialog - the program will just exit without telling you anything).
5.If this doesn't repair the problem with your system other troubleshooting procedures are required.

The i386 folder should be located at C:\i386 There is not a specific file we're checking for, as SFC is checking a whole bunch of files. If it finds a file that is corrupt, it tries to use the XP CD. Since you don't have it, click on Browse and select C:\i386 (this is a folder where a lot of copies of Windows XP files are stored), so that SFC can attempt to replace the file with a known good copy from the i386 folder. Does this make sense?

I had just finished running this command "SFC.EXE /SCANNOW".
It had completed without any errors prompted, or asking for the installation CD.
So, what is the next step?
Try installing the AVG again?
Please advise.

I had run the AVGRemover and also attempted to install the latest AVG 2011 (provided from your link).
But, I still encountered the same "MSI error"!

- Double-click SystemLook.exe to run it.
- Copy the content of the following codebox into the main textfield:
:reg HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSIServer
- Click the Look button to start the scan.
- When finished, a notepad window will open with the results of the scan. Please post this log in your next reply.
