connecting to internet taking way to long

I am working on A Vista Home premium SP2 (fully updated) machine that takes forever to connect to the internet, upwards of a minute or so, i have never seen this, all my other machines are connected instantaneously.
Im not even sure what to start diagnosing its like the connection is one of the last things it does after booting, very rarely after a reboot its connects quickly.
device manager showed two instances of ISATAP networking devices that weren't working properly, i uninstalled them and they haven't reappeared, symptoms stay the same.
All drivers seem to be up to date.

This happens whether its hardwired to the router or wireless.

Any thoughts on fixing this?

How do you connect to the internet?

Is this a new issue or has it always been this way? If the former, What is new or different since the last time everything worked properly (ie, new hw, new sw, virus, error, etc)?

cable connection, ive tried hardwired to router and wireless.

This machine belongs to a friend who has had large infection that was cured through a different post in the "am i infected".
They werent running an AV prior :wacko: , ive installed MSSE and the symptoms are the same whether MSSE is running or whether i stop it from staring at boot.

Internet seems to connect quickly in safemode with networking.

Okay. Sorry, there are just too many unknowns after a major infection. I'm not able to provide adequate assistance.

Is there perhaps any other suggestions from anyone else? Another route to take?
It seems that that system has been disinfected...
i know that there could be residual damage, but that's why i posted, to see if that can be identified and resolved...
