Insufficient system resources exist to complete the requested service Plugged in my external hard drive

I plugged in my external hard drive to the computer and I got the error message:

"H:\ is not accessible. Insufficient system resources exist to complete the requested service."

This has never happened to me before. I have nothing else open and my PF usage is 870mb. The computer has 1 GB of RAM (6 years old), but this is a first. Can anyone help?

and there is 87 GB on the C drive. The hard drive I'm plugging in is 2 TB, but I've plugged it in a bunch of times and it worked, except now it doesn't...

How many free space you have in your C Drive?

86.1 GB, I plugged it in and it worked, unplugged it. Then went to my friends house and now it doesn't work.
