I don't have one with me currently, no. I imagine that there was one packaged with my computer originally. Could I take something from there and import it into my registry without having to reformat my OS?

OK, wscsvc.dll file is in place, but you seem to have registry key missing.
WARNING!!! This suggestion involves editing of the registry. Improper editing of the registry can cause your computer to become unbootable. ALWAYS backup your registry before modifying the registry.
To backup your registry, create a System Restore point. Alternatively, you can use the free utility ERUNT to create backups of your registry: http://www.larshederer.homepage.t-online.de/erunt/
For more information about modifying the registry, see this Microsoft article: http://support.microsoft.com/default.aspx/kb/256986
====================================================================================
Download following registry fix: http://www.filedropper.com/wscsvc
After downloading right click on wscsvc.reg file, click "Merge" and allow registry merge.
Restart computer and see if Windows Security Center service is listed now.
