Hello, I notice that strange software in my add and remove list.
It's called Soap 3.0 Toolkit. I did a research on it and looks like it has a connection with Microsoft.
So, what is Soap 3.0 Toolkit and what it does? Is it ok to uninstall it?

The SOAP 3.0 Toolkit is an older Microsoft toolkit used by some programs as a way of communicating with other programs and with certain web based services (for example desktop apps for web services like Twitter, Facebook, Salesforce, etc.) It was probably installed by the installer of a different application you intentionally installed. Removing it isn't dangerous per se, but you might break whichever program(s) rely in it.

How can I know what programs are "connected" with SOAP 3.0 Toolkit?

There's no easy way of telling for sure who's using it, but what you're looking for is likely going to be an application written by a hobbyist or small software company, very likely freeware or shareware, that may be advertised as enabling communication with some service on the internet (though the actual program may not do anything of the sort; SOAP could also be used in other ways such as automatically checking for updates) and which was probably created before 2008.
If you decide to uninstall it and later find out that an important program won't work, you can always download the installer from Microsoft and reinstall it.
