Cannot open items in Exchange 2000 Public Folders

A client's SBS 2000 server recently crashed. Was able to rebuild the server and restore the Public Folders to Exchange 2000 using a Backup Exec backup. I can open the folder and see items but cannot open any items, cannot create items and cannot export items. I have reset all of the permissions via Exchange System manager properly but no luck. Lots of internet research has yielded nothing. Any help is greatly appreciated.
